It is a quest item that comes in normal (white) and socketed (grey) forms naturally.
Hahaha the good old d2 urban legends. Wirt’s leg can be obtained at tristram by looting wirt’s corpse. You have to have completed the difficulty, and there is one cow level per difficulty. Wirt's leg + a tome of tp scrolls is used to open the cow level in act i (it opens a red portal in town).

Only those who get the reference will understand. If you've ever unlocked the secret cow level in diablo ii, then this is for you! Wirt's leg is used to open a portal to the secret cow level. Then you can use the the craft recipe for maces:

Don’t worry if you have been there before and forgot to get the leg — you can always go back and get another one by returning to the stony field and entering the red portal into tristram. There are magic (blue) and rare (yellow) versions of it created from cube recipes or from imbuing.
